HIV/AIDS Program Manager - Human Services Manager 1|

The HIV/AIDS Program Manager is responsible for the department’s statewide HIV/AIDS programs for people living with HIV and AIDS (PLWHA) that align with the Ryan White Part B Program and the statewide and national strategies to the end the epidemic.
Job Responsibilities Include:
•Directs the day-to-day operations of section programs and projects; manages and supervises staff;
•Design, development, coordination, and implementation of reform and continuous quality improvement initiatives that are typically cross-agency collaborations;
•Provides management-level leadership and consultation to the Division Director and staff.
In addition, this position involves the state’s operations and policies associated with the Ryan White Part B program, including core medical and supports services and the AIDS Drug Assistance program (ADAP) for people living with HIV/AIDS in Minnesota. These are foundational services administered through grantees to assure appropriate eligibility determinations and access to Ryan White and state funded services and supports that support needs and desires within parameters established through public policy, evaluation of service outcomes, and collection of data to inform policy decisions.
Qualifications & Requirements
Supervisory or other leadership experience; AND
Five (5) years of specialized professional work experience in Minnesota’s Health Care Programs (MHCP)/or other state’s.
Qualified candidates must demonstrate:
•Experience with planning, assessment, and analysis processes necessary to manage operations and policy of a major public health care program; management principles, methods, and techniques;
•Design and implementation of major initiatives and reform efforts; provide expertise and leadership sufficient to establish project goals and expectations;
•Knowledge of HIV/AIDS history, research, and strategic direction of the field; programs, services and health care accessed by people living with HIV/AIDS;
•Experience managing complex and varied functions; analyze programs, procedures, and problems; and
•Demonstrate leadership and management skills sufficient to build commitment, delegate effectively, coach and develop staff, ensure team cohesiveness, effectively engage stakeholders with diverse perspectives, and resolve conflicts.
•A bachelor’s degree, five years of professional experience, and three years of supervisory/leadership experience;
•DHS policies, procedures, processes, laws and rules; state information technology practices and issues;
•Project competence and confidence in communicating and working with legislators and high-level organizational leaders;
•Experience with Ryan White and federal expectations, and
•Expertise and experience in government policy development and implementation.
